Message sent to IDEM in regard to plan change and the potential for public hearing with greater education in regard to the possible air pollutants.
If we are going to have an Ethanol Refinery, we deserve to know.  If we want to move away from Alexandria, we have that right if the pollutants are shown to be dangerous.

Thanks for getting back with me. I know that the neighbors in our area would greatly appreciate knowing more about the possible air contaminants. A public hearing and/or ethanol air pollutant level education will help them decide if they want to continue living next to an ethanol plant and its traffic or not.

We officially requesting a public hearing in regard to the Broin Ethanol Plant on 100 East in Alexandria Indiana.
To gather public interest, how do you do that?
We are currently being told that the plant is completely safe, but are not given any specifics when the public asks questions. Many have attempted to read the public document at the Alexandria Library, but without knowing all of the terminology and doing a lot of research, we are unable to know for certain that what we think are the answers are or not.

We are continuing to make the public more aware of the potential hazards (since our local government will not) in order for them to make more informed decisions.

Letter sent to IDEM contact page 10/21/2006 with plan layouts for Broin Ultimate Ethanol Plant:

Broin and Associates has applied for an air quality permit from your office.
The original design of the plant seemed more logical from an air quality viewpoint. The plant was along the railroad toward the center of the square mile. We were told by the company that the entire property was necessary in order for the air quality permit to pass approval.
But the new plant design is much more intrusive on the close-by neighbors with little or no trees to the south or east. The majority of the property is to the north of the plant. The new plan seems very close to the road and the closest neighbor to the stack is under 100 yards to the south.

Seems like now the north half of the property is no longer needed since our experience is that the prevailing wind is to the east and south?
Which way are the prevailing winds? How far are the heavy metals and VOCs expected to travel from the plant? Broin has not been able to answer these questions, can you help?

We have been told that there is no way to stop the installation of this surprise plant (none of the neighbors - over 75 neighbors within a mile radius and over 8000 within a 3 mile radius of the proposed plant - were very well educated by the Broin Company, nor do the local officials seem to be able to answer any questions about air pollutant potentials)

If the plant is unstoppable, then we feel we deserve to know, in case we decide to move away and the threat is not worthy of such a drastic life change.

Whether the Indiana Department of Environmental Management’s (IDEM’s) Office of Air Quality holds a public hearing depends on whether they receive a written request to hold a hearing and the basis for the request. Once the proposed permit is available for public notice and comment, our Office of Air Quality will see if there is enough interest (about air issues) to hold a hearing.

Because you have expressed interest in this issue, the Office of Air Quality will add you to their mailing list so that you will get a copy of the public notice when it goes public. That way you can access the documents and contact our Office of Air Quality if you have has questions.

Message Body: As stated in a zoning hearing for Ultimate Ethanol a Broin and Associates Company, Bob Berens said that the citizens of Portland Indiana had a meeting where IDEM cleared up many issues regarding emissions from the plant. The closest neighbor in this case is 40 feet from the entrance to the plant, with over 20 more country houses within the 1st mile of the plant. There have been numerous questions about the proposed facility that have gone unanswered. Getting some answers in regard to the chemicals emitted from the plant including the 136 ft tall stack and the RO water from the plant released into Mud Creek. There are also concerns that the current recognized wetlands on the property will be lost and not replaced. The location of the proposed plant can be found at

New better view of the Caro MI Plant We were told that the plant was in town, but it is not. It is outside of town.
Quite a bit of industry in town now. It was nice of them to place the plant south of town, but this town has over 10 fast food restaurants and
multiple four lane roads already.  It is very likely that no one in Caro read the Air Quality Permit Application either since they are using the Dry
milling process and there is very little smell.    Seems even more strange how they were able to get an Air Quality Permit for a more densely populated
area, but if no one appealed it or requested a public hearing, then under the radar it is.
